By then, the town of Bodie bustled with families, robbers, miners, store owners, gunfighters, prostitutes and people from every country in the world. Having proved the value of its ore at the Syndicate mill, the Standard Company decided almost immediately to build its own mill at the base of the hill on the east side of town. Completed in July 1877, the mill housed 20 stamps, blanket sluices, a series of 20 settlers, 16 pans, and 2 agitators, all for treating pulp discharged from the stamps.

Standard Tailings Plant No. 1 sat atop the Bulwer Tunnel's dump, strategically situated between the Standard mill's tailings pond and a tailings pond below the recently-dismantled Bulwer-Standard mill. Horses and mules pulled plows and harrows to loosen dried tailings that had accumulated during nearly 30 years of mining.
