Pipe diameters 60" or larger may be strength tested by means of compression testing of concrete cylinders, in lieu of three-edge bearing testing, at the manufacturer's discretion. b. If concrete cylinders are to be used for acceptance. A minimum of four cylinders are to be made for each class, diameter and lot from that day's production.

IBC Table 1808.8.1 specifies that the minimum compressive strength for socketed drilled piers is 4,000 psi. I've routinely seen drilled piers specified as 3,000 psi when longitudinally reinforced with a minimum 0.5% steel cage. This section of IBC does not specify if it is in reference to all drilled piers or only unreinforced driller piers.

As soon as PVC pipe starts to bend, it is drastically weaker. The best idea would be to have a PVC pipe with a 1/2" re-bar reinforced concrete interior. 1 stick of 1/2" would be sufficient enough to reduce the flex of the concrete and the pipe, as long as the re-bar is properly anchored to the floor and the roof.
